摘要：

行政负担是群众企业同政府部门打交道的过程中需要承担的各类成本，反映在政务服务和公共服务、政商关系和营商环境、疫情防控、科技创新、基层治理等多个政策场域。在这些具体应用场景中，行政负担的成因、表现和影响可能会不同，但是都为我们理解和解释行政负担的前因后果提供了契机。对行政负担所涉及的若干典型场景进行分析，考察这些场景下行政负担的具体表现、成因及影响，以及如何通过数字政府建设来降低行政负担。探究不同场景中行政负担的异同及其相互关系，并提出未来值得关注的研究问题。
