摘要：

本文借鉴Copeland—Taylor模型,加入外商直接投资变量,推导一个理论模型来表示产业集聚对环境污染的影响机制。在此基础上,利用2004—2012年我国227个城市的面板数据,采用门槛回归方法,以外商直接投资为门槛变量,实证分析产业集聚与环境污染之间的关系。研究发现,产业集聚与环境污染之间呈倒U型非线性关系,当外商直接投资水平较低时,产业集聚将加剧环境污染,但是,随着外商直接投资水平增加,产业集聚对环境污染的负面作用逐渐较弱;当外商直接投资水平跨越更高的门槛值时,产业集聚将转而改善环境污染。因此,应动态处理产业集聚与环境污染的关系,客观看待产业集聚在环境污染中的作用,根据区域外商直接投资水平的不同,制定差异化环境政策。
