地方保护、资源错配与环境福利绩效

摘要：

中国"十三五"规划对环境污染提出更严格规制标准的同时,现实中的地方保护及其引致的资源错配将对区域环境福利绩效产生重要影响。本文突破传统分析仅考虑宏观投入产出要素的局限,将社会居民的健康因素纳入微观分析框架,基于关联网络数据包络分析将中国各区域总体绩效分解为宏观经济发展绩效与微观环境福利绩效。在此基础上,利用2002—2014年省际面板数据并结合空间计量方法,分析地方保护及资源错配对区域环境福利绩效的影响。结果表明:以市场分割为具体表现的地方保护将限制要素的自由流动,以致加剧区域资源配置扭曲;地方保护及资源错配对区域宏观经济绩效的影响尚不明显,对微观环境福利绩效却有着显著的抑制效应;地方保护及资源错配将通过空间溢出效应加剧其他地区的环境福利绩效损失,表明区域环境治理问题存在高度紧密的空间关联性和"治则两利"的典型特征。降低地方保护和市场分割水平,充分发挥市场在资源配置中的决定性作用,对提升区域环境福利绩效有着重要的现实意义。
