技术增负：信息化工具为什么让基层干部压力重重？——基于扎根理论的探索性研究

摘要：

随着信息化工具在基层的广泛应用,新技术在提升基层治理的效能的同时给基层干部带来新的负担同样值得关注。为什么作为效能工具的信息化技术反而增加了基层干部的负担?通过对浙江省基层干部访谈资料的扎根分析发现,信息化工具对基层干部增负效应主要受到特殊的制度结构、技术的应用方式、技术系统的便利性和个人信息能力四个方面的影响和共同作用。从根本上来说,信息化工具的这种增负效应是压力型体制对技术强有力形塑的结果,而技术应用中的手段与目的相背离同样让基层干部压力倍增。技术的便利性和自身能力素养与新环境的要求不匹配对一些干部来说也是一种挑战。
