智慧乡村发展中的潜在风险及其规避策略研究

摘要：

智慧乡村发展建立在一系列数字化技术广泛应用的基础之上,技术在带来众多积极影响的同时,也可能让智慧乡村发展面临经济、治理和伦理方面的潜在风险。在经济层面,面临技术不适用、市场风险以及数字化不平等的潜在风险。在治理层面,面临智慧治理规则与传统乡村治理规则的冲突、治理主体目标不一致以及治理权垄断的潜在风险。在伦理层面,面临乡村社会交往的衰落、隐私泄露和技术支配的潜在风险。研究提出,需要科学推动技术、服务和数字化知识下乡,构建复合型智慧乡村治理体系,并塑造以人为本的智慧乡村伦理原则,以此规避智慧乡村发展中的潜在风险,推动智慧乡村的健康可持续发展。
