摘要：

使用2000—2005年中国规模以上工业企业数据库与国家级经济开发区数据,本文发现,平均而言,国家级经济开发区对企业全要素生产率存在积极影响。经济开发区内企业的"生产率溢价"并非由政府挑选高生产率企业所致。经济开发区主要通过提供更好的政策环境(更低税收)提升企业生产率。基于企业生产率视角,经济开发区内的集聚效应并不明显。此外,我们还发现经济开发区存在正向溢出效应。
