政务服务数字化发展影响因素与交叠效应分析——基于31个省级政府的质性比较分析(QCA)

摘要：

随着"互联网+政务服务"的深入推进和移动政务服务的推广,电子政务大力推动着政府治理数字化转型发展,但是省级层面的电子政务服务发展存在巨大差异。本文建构了供需关系的推拉互动框架,提取供给侧的科技和市场化、需求侧的教育和收入四个影响因素,利用模糊集质性比较分析(FS-QCA)方法探究影响我国省级政府电子政务服务差异性的因素,以及各因素的交叠效应。研究发现供需互推型、被动型和主动型是各因素影响我国电子政务服务发展的三个典型路径,在具体的路径与案例对话中也为各地区推动政务服务数字化、现代化提供了借鉴。
