中国绿色工业变革的最优路径选择——基于技术进步要素偏向视角的经验考察

摘要：

选择适宜的技术进步路径是中国工业可持续发展的基本保障。本文基于超越对数生产函数的随机前沿分析方法,测算了中国工业部门的要素产出弹性、环境全要素生产效率增长率、要素替代弹性与生产技术进步的要素偏向程度,并进一步揭示出当前工业生产活动中的要素关系与技术进步路径。研究发现:投资导致的资本存量增加伴随着能源短缺与环境恶化,劳动投入增加可以节约能源、保护环境;中国目前技术进步的要素偏向程度从高到低依次是资本、环境、能源、劳动,是造成产能过剩、能源短缺和环境污染等问题并存的根源。研究显示,将技术进步方向的路径优化为劳动、资本、能源、环境,是同时解决上述问题的最佳对策,同时也是中国实现绿色工业变革的最终方向。
