摘要：

国家治理的现实关怀和理论探索离不开对其结构性解析,而政府质量作为国家治理的主要结构指标正引起国内外学界关注。文章首先分析有关政府质量概念的内涵特征、影响因素和测量验证,及政府质量如何反映国家治理水平,进而与相关"竞争性概念"比较凸显其研究价值,如官僚体制质量和组织绩效、治理与善治、国家能力和国家建设。在此基础上通过进一步分析呈现政府质量研究在理论深化和事实佐证上对探索完善国家治理的重要意义。
