创新政策中创新激励与负责任创新平衡态评估研究

摘要：

创新激励和负责任创新是创新政策中的两种重要理念,其平衡态直接影响着创新政策质量。本文阐述了负责任创新与创新激励理念及基本关键词,并用基本关键词与语义相似词共同构建了表征创新政策理念的词库,在此基础上对2014-2016期间的创新政策理念平衡态进行了评估。研究发现:首先,该期间创新政策中这两种理念处于非平衡态,但有其阶段合理性。其次,自2016年以来,负责任创新理念日益受到重视,但关注"创新质量"、"负责任创新"、"科技伦理"、"社会利益"等仍显不足。最后,创新激励理念中,宽容失败的创新文化环境需要加强。本研究为分析评估创新政策理念提供了新视角和新方法,并证明具有可行性,其实践意义有助于厘清我国创新政策改进方向,进一步提升创新政策质量。
