摘要：

大数据在公共政策和公共治理中的应用已经受到广泛关注。无论其是否取得人们所期许的价值,大数据本身已经是一种客观存在。本文在对大数据的内涵和外延进行详细梳理的基础上讨论大数据的兴起对公共政策的影响,并由此说明公共政策不仅要挖掘大数据的价值来提高政策水平,还必须适应日益数据化的社会环境。
