摘要：

全面爆发的金融危机使得诸多国家经济增长放缓,通过技术创新寻求经济可持续发展的重要意义凸显。世界各国均把技术创新作为国家核心战略之一,技术创新政策被视为成就经济发展的关键工具,可以实现国家创造新技术以外更广泛的目标。本文对技术创新政策设计、技术创新政策设计的影响因素以及技术创新政策国际比较研究等方面都以发达国家为样本进行了深入的研究,对未来构建以金砖国家为主的发展中国家技术创新政策研究框架具有现实意义。
