摘要：

在一些国家和地区,资源祝福变成了资源诅咒,其原因是多方面的,其中一个是自然资源依赖对人力资本的挤出效应。本文分析了自然资源依赖对人力资本积累的影响机制,重点关注金融发展的作用,利用来自中国大陆31个省份的面板数据进行了实证分析。研究结果表明,自然资源依赖和人力资本积累之间存在显著的负相关关系;同时,金融发展确实能够减轻该挤出效应。当地政府可以通过降低人力资本投资成本、增加对高技能工人需求、加大金融基础设施投入等措施促进自然资源依赖地区人力资本积累,支持当地经济转型发展。
