政府部门的大数据能力研究——基于组织层面的视角

摘要：

开放政府数据成为大数据时代政府改善公共治理的有效手段,自2012年起全国多省市政府开展开放政府数据建设工作。虽然我国政府掌握着社会80%以上的大数据资源,但实施效果并不理想,存在数据量少、质量不高、再利用程度低等问题,社会需求难以满足。论文认为问题产生的原因在于当前中国政府大数据建设的能力还比较低,难以有效促进开放政府数据的建设。因此有必要探讨当前中国政府如何有效构建政府大数据能力进而支撑起开放数据建设。论文在梳理国内外文献的基础上,借鉴赫尔比希(Natalie Helbig)开放政府建设模型的重要环节,将政府大数据能力分为推进数据共享、数据公开、数据监管、数据再利用等内容的能力,基于创新扩散理论,从组织层面构建政府大数据能力建设分析框架,并以上海市区县级政府为背景加以实证分析。研究发现:在组织层面,组织支持、组织兼容、公平创新的组织文化对政府大数据能力起正向影响,集权的组织结构起负向影响;权力距离在集权的组织结构与政府大数据能力的关系中起反向调节作用,而信息架构在组织支持与政府大数据能力的关系中起正向调节作用。
