摘要：

扶贫瞄准是发展干预理论和实践中的一个重要组分,提高扶贫瞄准精度常被当作提高扶贫效率的一种途径。近年来,全球经济增长和扶贫速度趋缓,使得国际社会对扶贫瞄准的讨论升温。文章回顾了这一议题最初兴起的历史背景,总结了四种针对贫困个体的扶贫瞄准方法,并梳理了国外学者从技术、政治经济和社会文化层面对扶贫瞄准展开的反思。总之,扶贫瞄准不是一个简单的技术问题,不能仅由瞄准精度指标来衡量,瞄准精度与扶贫效率的关系需要根据具体的情境来探究。
