In recent years,emergency continues to happen.When the emergency happened,a rapid,effective and accurate decision-making is an imperative work,emergency labeling system is one of its core.Aiming at the inadequacy of existing maps label,this paper try to use Adobe Flex and OpenScales to design a Web Services-based emergency labeling system(WS-ELS)which can meet the emergency needs,in order to make a decision timely and effectively.
