摘要：

一直以来,公共管理学科存在着两个明显的挑战,学科整合度低以及理论与实践之间的脱节。2010年以来国际公共管理学界兴起的公共价值理论具有一定的潜能来迎接挑战。公共价值基本含义是公域范畴里具有内在且客观存在的价值观和具有外在且拥有关系属性的价值观的总称,具有评价论和义务论双重特征。公共价值观有多种分类方法,如时间序列、组织结构、管理过程等。公共价值典型特征是其价值观充满冲突,平衡是化解冲突的原则,人民性是最基本出发点,公共性和有效性是驱动的双轮。公共价值的生产在价值链条上,呈现"增值"或"减值"两种状态。公共价值的测量和评估是其走向管理实践的阶梯,文章提出洋葱状的三层测量框架。公共性和有效性成为当代中国公共管理变革的价值基础。
