摘要：

在推进基本养老服务均等化过程中,如何科学度量并分析其均等性始终是学界关注的一个热门议题。本文基于阿玛蒂亚·森等发展的多维福祉测量法,通过混合多维不平等指数的度量与分解,分析2011-2015年地级市间基本养老服务的均等化情况。结果显示,基本养老服务的横向不平等问题突出,以东部最为严重。其总体不平等性主要源自社区和居家型养老服务;特别是与老年人能力建设密切相关的权益保障、社团生活、医疗保健及学习教育服务,不仅产出不足且存在显著的横向不平等。因此,中央财政专项转移支付在平衡地区差异的基础上,有必要强化"发展型"养老服务理念,以更为精准的方式引导地方提升社区和居家养老服务产出及均等化水平。
