摘要：

当前,农业内卷化、农村空心化、农民原子化问题日趋严重,如何在这种情况下实现乡村振兴是一个迫在眉睫的问题。相似问题在20世纪后半叶的欧洲也曾发生。同样面对全球化和自由资本主义带来的农村边缘化、衰竭化、空心化问题时,在对外生发展模式带来的系列问题的反思过程中,"内生发展"被提出来并广泛应用于欧洲农村发展实践,并在理论上经历了从内生发展论到新内生发展论的快速演变。内生发展论在承认资源、参与、认同三个基本要素为核心要素的基础上,以内-外部资源、地方与超地方关系的关联为出发点,强调地方"发展选项的决定权"、"发展进程的控制权"、"发展利益的享有权"三权是确保乡村发展的关键。内生发展理论对我国实施乡村振兴战略具有较大的启发意义。
