美国是怎样成为世界科技强国的

摘要：

中国正在进入建设世界科技强国的新时期,要实现国家科学技术由"大"到"强"的发展,不仅需要我们自己的不懈努力,也需要借鉴当今世界美日欧等科技强国的发展经验。美国之所以能成为科技强国,有历史根源、政府政策和制度创新等三方面因素。首先,美国成为科技强国有着历史的发展基础;其次,"二战"后政府的政策和大力支持促进美国科技成为世界领先者,使美国成为科技强国;再次,在应对变化和挑战时,美国通过局部的制度创新带动整个创新系统,保持科学技术的领先发展。美国的经验对中国建设科技强国有着重要的借鉴作用,美国也是中国科技发展的重要参照系。
