<正> 美国国家科学基金会是管理国家科学基金的美国联邦政府机构。作为世界上最发达国家的科技管理机构,其管理理念在美国联邦政府机构中具有一定的代表性,对我国政府如何管理科技应有较强的借鉴意义。笔者曾于2002年12月至2003年6月在美国国家科学基金会(National Science Foundation,简称 NSF)总监察长办公室(Office of Inspector General,简称 OIG)见习工作。本文试图对在美的见闻略作分析,以求教于方家。
