基于TOE框架的政府电子服务能力影响因素实证研究

摘要：

探讨政府电子服务的影响因素有助于更好地理解"互联网+政务服务"的发展现状和发展差异。基于TOE(TechnologyOrganization-Environment)框架,以中国地市级政府为研究样本,采用OLS回归分析了技术、组织和环境三个层面因素对包括政府网站、政务微博、政务微信和政务APP在内的政府电子服务平台服务能力的影响。结果显示,上级压力对电子服务能力的正向影响最大,其次是经济发展和互联网资源;除政务微信外,地区间电子服务的"数据鸿沟"并不显著。文章对政府电子服务能力的多因素、多渠道分析在一定程度上完善了现有研究。
