摘要：

通过文献研究梳理出智慧城市背景下数据治理面临的新挑战,发现现有数据治理框架存在要素缺乏内在逻辑联系,且主体不明确、过程缺乏连贯性、对象缺乏连续性等问题,以复杂系统理论为指导,从主体、过程和对象三个维度融合构建出适用于智慧城市的数据治理框架,为智慧城市背景下的数据治理框架构建提供了构建依据、方法和要素,并为未来研究提出了参考建议。
