摘要：

为保障电力市场的健康、高效运行,需要建立一套完整、有效的市场评价体系,来评价市场状况和效率,识别市场中存在的市场力、不合理的报价行为及违规现象,为市场的监管决策和规则修订提供有力的支持。文中系统地介绍了市场供需、市场结构、竞标策略、供应者地位及交易结果等5类市场监管指标的定义、含义和应用方法,在此基础上提出了电力市场评价体系。评价体系初步给出了评价主题、评价对象、评价指标、指标基准值和评分方法,并已在中国上海电力市场中实际应用。
