摘要：

GATS减让表具体承诺修改权是指WTO成员方可以依照GATS的有关规定修改或者撤销其在GATS具体承诺减让表中所作出的承诺的权利。该权利由GATS第21条和《GATS第21条实施程序》加以规定。作为一种制度设计,其程序与WTO争端解决机制之间的关系亟待厘清,其属性正在经历从"棘轮条款"到"例外条款"的转变,其功能也越来越受到WTO及其成员方的重视。
