摘要：

社区是城市风险治理的重要单元。社区弹性能力的高低是社区应对各类风险的关键因素。本文对弹性社区理论基础进行阐释,构建弹性社区模型,并在此基础之上提出我国城市弹性社区建设的对策建议。
