摘要：

本文以1994年～1996年间作者参与编制的加斯科因(Gascoyne)区域生态旅游战略为例,研究了实践中的“参与”旅游规划。该战略是为促进1993年～1996年间的区域经济发展而制定的澳大利亚政府计划项目。战略的成功完成及其许多提议的贯彻落实证明了“参与”规划的有效性。虽然该战略是成功的,但其编制过程中也暴露了“参与”规划进退两难的局面。
