摘要：

本文以批判眼光审视联合国开发署所采用的人文发展指数,首先就何为人文发展、人文发展指标以及机构制度背景作出界定,就中指出所应强调的是选择、机会和能力而非获得商品和服务。继而为处于不同发展阶段的国家分别追加指标。文中列举八点理由,论证一般的人文发展指数(HDI)概念何以要比人均国民收入更为适用,列举六条推进人文发展的理由,同时指出其中有两条理由可能在不同派别之间引起争议:人道主义者以人本身为目的,而人力资源开发学派则把人当作提高生产力的手段;两者之间显然存在着矛盾。文中提到了可能引起冲突的七个方面。最后,文章对自由和人权指数与HDI的关系进行了探讨。
