摘要：

本文在联合国提出的人类发展指数(HDI)概念基础上,导入环境污染指标和能耗指标,提出了一个植入环境敏感性因素的人类可持续发展指数(HSDI)概念。据此,对我国31个省区1995至2003年间的可持续发展状况做了综合测度,对期间的变动趋势进行了深入分析,可为各省区可持续发展导向的政策体系制订提供重要参考。
