摘要：

在全球化和新经济的背景下,区域创新系统已成为区域发展研究中一个广泛使用的分析框架,并为创新政策的制定提供了经验性的依据。文章在分析区域创新系统研究文献的基础上,对区域创新系统的概念、内涵、类型和研究方法进行了归纳和总结,然后对区域创新政策制定过程中有关区域边界的界定、区域创新系统内部机制的构建和组织在区域创新系统中的作用等问题进行了详细探讨。
