摘要：

中小企业在促进经济发展、维持社会稳定、调整产业结构、推进技术创新等方面发挥着重要作用。本文通过系统总结归纳日本和韩国中小企业扶持政策的目的、方式、措施、项目以及实施机制,旨在通过对日韩经验的系统总结与介绍,提出相关于政策程序和中小企业扶持措施的有利政策例子。
