摘要：

在公共财政建设不断深化的背景下,政府购买服务作为构建公共服务型政府的一个新型理财方式,将会越来越多地成为我国财政实践的一部分。本文正是从理论的角度,对政府购买服务的定义、理论基础、操作方式、政府在其中的角色、地位、责任等做出了详细的分析和探讨,这对我国相关领域问题的研究和实践都有较强的借鉴意义。
