摘要：

贫困依然是世界各国发展进程中无法回避的重大问题。随着各国扶贫的深入,扶贫难度越来越大,传统的贫困研究已无法满足当前扶贫工作的需要,亟须有新的突破点,行为经济学和实验经济学的发展为贫困研究提供了新的思路。研究发现,个体的行为选择会因为贫困而受到约束并产生偏差,进而影响个体及其家庭成员的发展,形成持久性贫困、代际贫困、贫困聚集等各种贫困均衡状态。扶贫政策也会与贫困者行为相互作用,政策对行为有激励效应,行为效应又会反向影响政策的减贫效率。因此,本文认为,行为选择是影响贫困动态变化的重要内在驱动机制,贫困者行为干预是实现精准扶贫和精准脱贫的长效机制。
