摘要：

21世纪以来,公共服务的合作生产成为西方国家政府应对金融危机带来的"财政紧缩"的主要创新策略,社会资本与政府公共服务绩效的关系重新引起关注。本文尝试梳理近年来国外学者的相关研究成果,从社区社会资本与政府组织社会资本两个视角分析社会资本与政府公共服务绩效的关系及其相互影响;探讨在合作治理的语境下,通过创新政府组织结构、政府管理能力建设和实施积极的政府管理策略等,发挥社会资本积极作用的实践路径。相关研究对于我国各级政府创新公共服务的提供方式、以社会资本建设提升政府公共服务绩效具有借鉴意义。
