摘要：

地方财力是用于测量某一地方政府为其服务提供资金能力的指标。在社会主义市场经济发展中,合理界定地方政府职能,配套相应的财力,是地方经济社会发展和稳定的关键所在。目前,随着经济转型和体制转轨的不断深入,地方政府财力不足已成为制约地方经济加速发展和城市建设的首要因素。而加快经济发展、优化产业结构、强化税收征管、构建公共财政体系是解决地方政府职能与财力矛盾的必要途径。
