摘要：

智慧城市发展是一个涉及政治、经济、社会、制度、技术等复杂要素的系统,智慧治理是智慧技术发展和社会多元治理的动态结合。基于对国外相关研究文献的梳理,从城市管理、政府角色智慧化、民主参与等三个视角阐释了智慧治理的内涵和特征,从智慧型政府、参与型社会、创新型人才与企业、智能基础设施与ICT技术、大数据资源等五个方面解析了智慧治理的核心要素,并进一步阐述了智慧治理的过程与效果,为国内智慧治理理论研究的完善和发展提供借鉴,为国内智慧城市实践探索提供理论指引。
