摘要：

"企业特定优势"是当代西方国际经济主流学派解释对外直接投资的核心观点,但却不能有力解释中国企业的对外直接投资。本文认为,"国家特定优势"是解释中国企业对外直接投资的基本理论依据。国家特定优势包括:"利用两种资源,开拓两个市场"的国家经济发展战略导向对企业对外直接投资的影响;中国企业对外直接投资在服务和服从于国家经济发展全局和宏观调控目标下,兼顾和结合企业微观经济利益的市场行为以及国有企业在对外直接投资中的重要作用。中国企业正在和即将形成的微观竞争优势需要国家的引导、服务和组织才能转化为企业对外直接投资的综合竞争优势。中国企业对外直接投资实践中,中国政府采取有力的政策体系引导并建设完善的服务体系,比其他国家更加必要,这是形成国家特定优势、加速企业特定优势形成的基本条件,也是中国企业走出去的理论依据和政策选择。
