农户联保贷款的制度缺陷与行为扭曲:黑龙江个案

摘要：

中国农村信用社引进孟加拉国乡村银行的小额农贷成功经验5年来,尤其是在联保贷款方面取得了巨大的成功。一方面,农户不用任何抵押,通过相互承担连带保证责任就可以得到生产所需贷款,另一方面,农信社通过这种方式,降低了信贷风险,并取得了显著的经济效益。但是,联保贷款在制度设计上,也存在服务对象定位不准、组建联保小组困难、结息方式不合理等缺陷,还存在着贷款期限不合理、贷款手续繁杂、操作风险和道德风险等行为扭曲问题。我们试图通过对黑龙江个案的研究,提出具有可操作性的相关政策建议,使联保贷款在制度设计上日臻完善。
