摘要：

基础教育质量保障是各国政策制定者和理论研究者共同关注的话题。但是,教育质量保障的概念错综复杂,常与教育评价、教育监测、教育质量控制等概念混淆使用。本文从历史、语义修辞、政策实施的视角对基础教育质量保障概念重新界定,进而阐明基础教育质量保障的内容、目的与行动价值。
