摘要：

公共物品理论是公共支出理论的基础,它为政府的支出行为提供理论依据。然而,近年来"市场无法有效提供公共物品,需要政府介入"的观点正遭受越来越多的置疑。由于公共物品的"非竞争性"与"非排他性"往往识别困难,其带来的"搭便车"和"边际成本为零"问题又经常被现实世界中的现象所推翻,因此,公共物品理论在很多领域已无法为政府的支出行为提供充分依据。相反,通过一定的制度设计或方法,私人部门往往能够更好地解决公共物品的供给问题。
