基于环境感知的应急管理知识需求研究

摘要：

在突发公共事件的应急管理中,有效提升环境感知能力,并及时准确寻求专家知识应对是应急系统知识管理机制的重要课题。通过环境感知获取应急事件的构成因素和过程要素,分析应急处置的历史信息进而发现具有相同历史行为或语境的应急预案或案例,并设计基于案例推理的知识检索方法,以提升突发事件的应急决策能力。
