基于脱钩分析方法的建设占用耕地合理性研究(英文)

摘要：

中国现有的土地政策过分强调耕地保护但却没能阻止耕地继续快速地流失。因而中央政府试图用更加节约和集约地利用建设用地取代单纯控制耕地总量平衡的政策。于是,研究建设占用耕地是否合理成了一个更加需要关注和解决的问题。该文提出3个指标,即:建设占用耕地与新增建设用地总量之比、建设用地与非农GDP之间的增长弹性和脱钩指数来评估地方因为经济发展造成的耕地占用是否合理,并利用全国的数据对指标进行了验证。结果表明:将3个指标结合起来使用能够比较好地完成评估建设占用的耕地数量是否合理的任务。
