This paper tries to construct the index formulae of national welfare accounting on the base of probing into the definition of national welfare and its theoretical formulae. Furthermore, in the light of the exterior theory of welfare economics, directing against the various misconceptions about the accounting of green GDP (i.e. narrow national welfare index), the writer of the thesis puts forward the exterior accounting theory, thus showing up a basic principle of the accounting of gross national welfare.
