摘要：

创新激励是促进新兴产业技术突破的有效手段,目前以研发激励和需求激励为主。研发激励主要包括研发补贴和研发税收抵免,政府对研发的直接补贴容易对私人研发投资产生挤出效应,或者会提高研发工资而使这些投资不能真正用于研发活动。需求激励的政策工具可以分为面向私人部门的市场调节政策和面向公共部门的政府采购两大类。我国产业创新的关键任务是有效连接创新资源供给和产业创新需求,并嵌入中国技术赶超和建设内需市场的战略环境之中,提高产业的创新能力和总体绩效。
