Author had given special study on the M 0,analyzed the ratio and operation of it in the amount of currency,and thought that the absolute amount of M 0 will keep rising during the anticipative operation,it was important to resolve the potential risk and many kinds of contradiction during the operation,the synthetic administration in many ways of it was needed as well.
