开放政府数据的发展及其对政府信息活动的影响

摘要：

通过对开放政府数据概念属性以及构成要素的分析,全面阐述了开放政府数据与政府信息公开、公共信息再利用以及电子政务等相关领域的内在关联与区别,指出开放政府数据从信息公开方式、制度完善以及主导作用等方面进一步发展和推动了政府信息公开进程。同时,也对公共信息再利用观念、参与主体、再利用制度体系、业务模式以及政府信息角色定位等进行了重塑。
