摘要：

The paper forwards a new method to evaluate whether the industrial structure is rational by using efficiency indicator.The authors do not think the industries with high efficiency should be given high priority to develop.While imposing the precondition of certain standard,the paper forwards a new thinking way to evaluate industrial structure.
