政府信息公开的影响因素:中国地级市的实证研究

摘要：

采用中国地级市截面数据,对政府透明的影响因素进行实证研究,提出了政府资源与能力、政治规范和法制化进程、公众压力和需求等三个方面的因素。研究发现,政府能力、上级政府压力、法制化进程以及公民的教育水平和上网比例等同政府信息公开显著正相关,而财政资源和公民收入水平同政府信息公开无显著相关关系。对研究结果的理论启示和实践意义进行了探讨,并指出了未来研究方向。
