摘要：

这篇文章从正面探讨了制定科技政策必须考虑的两大基本原则——科学的自主性与科学应承担的社会责任,以及这两者之间的关系。作者考察了近半个世纪美国科学政策的演化进程,指出美国科学资助模式先后经历了为繁荣而自主、知识转移、知识委托和知识共享诸阶段。作者认为,在制定二十一世纪的科学政策时,必须同时兼顾科学的自主与责任,实现创造力共享和分权式民主治理。
