摘要：

基于国际货币基金组织对增长质量指数的研究,本文从经济增长基本面、社会发展、环境保护等方面综合衡量发展质量,构建了1980—2017年间的一组适用于中国的经济发展质量指标。该指标显示出上升的趋势性和短期的波动性,并于2015年后显著提升,从数量上支持了我国经济进入高质量发展阶段的论断。实证分析进一步表明,政府治理、改革开放(中国融入全球化的程度)、金融发展、财政支出等因素对发展质量存在显著的促进作用。
